Hiroko Kondo is an expert in nuclear policy and regulation, with over 25 years of experience in business consulting for the energy sector. Following her work at PwC, IBM, and Accenture, she became an independent consultant.

Her expertise spans strategy planning, regulatory reform, and change management in the energy industry. She serves as a member of the advisory group for nuclear reactors at Japan’s Nuclear Regulation Authority (NRA) and chairs the Fusion Energy Safety Consideration Task Force under the Cabinet Office. In addition, she is a member of the Advisory Committee for Fusion Energy Strategy and the Subcommittee on Nuclear Policy within the Advisory Committee for Natural Resources and Energy at Japan’s Ministry of Economy, Trade, and Industry (METI). She also leads the working group on nuclear oversight regulation under the Nuclear Safety Division of the Atomic Energy Society of Japan (AESJ).

Her research focuses on the adaptation of performance-based, risk-informed regulation, with an emphasis on stakeholder engagement, transparency, and continuous improvement in nuclear oversight.

She is also the founder and representative of Yokohama Project, an advocacy initiative promoting the inclusion of children with special needs.
