Hasegawa has served as Director of Energy Resources Development Division since July 2023.

He has spent most of his career in METI for energy policies. Since he joined METI (formerly MITI) in 2000, he has been engaged in the liberalization of the gas utility sector and the policy for promoting nuclear power plants at Electricity and Gas Utility Department, and the oil and gas policies at Natural Resources and Fuel Department.

At the middle of his career, Hasegawa was seconded from METI to Prime Minister’s Office to be in charges of energy and environmental issues from 2010 to 2013, as Special Assistant to the Prime Minister (Kan, Noda and Abe administration). During this term, in response to Great East Japan Earthquake in 2011, he was engaged in emergency operation for the nuclear incident in Fukushima and reconstruction of Japanese energy policies after the incident.

Hasegawa was stationed in Hong Kong, as the special advisor to the Minister, to work on the energy cooperation project for carbon neutrality between China and Japan, in addition to other missions such as the industrial research in Greater China region.

Just before his current position, Hasegawa served as Director of International Affairs Division at ANRE.

Hasegawa earned his master’s degree of public policy from Harris School of Public Policy, the University of Chicago, and his B.A. in business and commerce from Keio University.
